Section 30 of the Plant Varieties Protection Act: It is prohibited for anyone to export reserved plant species unless authorized in writing by the Minister, and only for purposes of government research or experimentation.
Penalties: Anyone who violates Section 30 shall be liable to imprisonment for a term not exceeding 3 years, a fine not exceeding 4,000 Baht, or both imprisonment and a fine.

Exporting Process for Plants:
1. Registration in the e-Phyto System
- Exporters must register in the e-Phyto system under the Ministry of Agriculture and Cooperatives' electronic platform: e-Phyto Application Portal.
- Register using Single Sign-On (SSO) in the National Single Window (NSW) system.
- After successful registration in the system, visit www.e-phytoexporter.doa.go.th to register as an operator, representative, or third party for off-site inspections.
2. Submit Export Request
- Log into the system and submit an P.Q.7 application for the electronic phytosanitary certificate (e-Phyto). Including, the details of the plant species, quantity and destination.
- The officer checks all documents and assigns them to the Plant Inspector.
3. Inspection and Approval
- For on-site cargo inspection of cargo
- The inspector will check type and quantity of goods to meet the requirements and report the result via e-Phyto system.
- For off-site inspection, such as at a packing house
- Third party create report and send to the inspector.
- Inspector check type and quantity of goods to meet the report.
- Inspector confirm and submit the product inspection report.
4. Issue of e-Phyto Certificate
- Once the inspection is completed and all conditions are met, the e-Phyto certificate will be issued electronically.
5. Submit e-Phyto to Destination Country
- Provide the e-Phyto certificate to the relevant authority in the destination country for further customs and agricultural inspection.
Guidelines for the Inspection of Products for Phytosanitary Certificate Issuance At the Integrated Product Inspection Building, Suvarnabhumi Airport Plant Quarantine Station
1. Application Submission and Document Verification via the e-Phyto System:
- Exporters or their representatives submit the application and relevant documents through the e-Phyto system.
- Officers verify the correctness of the application and documents.
- The exporter or their representative prints the application form P.K.7. (It is recommended to submit the application at least 1 day in advance for faster processing of exports.)
2. Preparation and Loading of Goods for Inspection:
- Exporters or their representatives submit the P.K.7 application to officers for the goods to be moved to the designated inspection area.
- Goods must be ready for inspection. If not ready, they can be parked at the waiting area designated for unready goods.
3. Inspection/Random Sampling and Reporting of Inspection Results:
- Officers count the items, open boxes, and perform random inspections based on ISPM No.31 standards using a 10X magnifying lens.
- The results of the inspection are then reported via the e-Phyto system.
4. Issuance of Plant Health Certificate:
- Exporters or their representatives submit the P.K.7 application form, which has been reviewed for pest inspection results by the officers, for final checking before the issuance of the plant health certificate.
- Authorized signatories verify the document's accuracy once more and sign the plant health certificate.
