Plant Quarantine Import Requirements
It is illegal to bring many types of fruits, vegetables, plants and plant products into Thailand without approval from the Department of Agriculture. Most fresh fruits and vegetables are restricted entry because they may carry various exotic plant pest and diseases. Without proper pre-shipment treatment and/or certification, they will be confiscated and destroyed in accordance with the plant Quarantine Act of Thailand. Passengers traveling on international flights should aware of Thailand’s plant quarantine requirements when you enter Thailand.
1. Plants are prohibited :
Passengers are not allowed to bring agriculture items indicated below. Any person who violates shall be fined or imprisoned, or both. All agricultural items which are not allowed to bring intoThailand should be confiscated and destroyed without reimbursement.

2. Plants must be declared :
Passengers are allowed to bring agricultural items indicated below if they are declared to a plant quarantine officer, accompanied with a phytosanitary certificate (PC) and found free from pests and diseases. Any person who violates shall be fined or imprisoned, or both. Illegal items should be confiscated and destroyed without reimbursement.

Steps to Import Plant and Plant Products
1. Document Preparation and Online Submission
1.1 Importers must submit the application form through the NSW (National Single Window) system: https://www.thainsw.net/INSW/index.jsp#
1.2 Required Documents:
1.2.1 Declaration for Import of Prohibited, and Unprohibited Articles (Form P.Q.5)
1.2.2 Permit to Import Prohibited Articles (Form P.Q. 2-1) for prohibited articles.
1.2.3 License for Importation of Controlled Seed for Trade (Form P.P.5) if applicable.
1.2.4 Permit to CITES, If it is under CITES.
1.2.5 Phytosanitary Certificate from the country of origin.
1.2.6 Invoice listing the items.
1.2.7 Packing List for clear identification.
1.2.8 Certificate of Non-GMOs (for planting materials).
2. Customs Document Checking
2.1 Submit all required documents at the Plant Quarantine Station for verification.
2.2 Documents Checked:
2.2.1 Declaration for the Import of Prohibited, Restricted, and Unprohibited Articles (Form P.Q. 5).
2.2.2 Import conditions (Form P.Q. 5-3).
2.2.3 Permit to move Prohibited, Restricted or Unprohibited Articles from Plant Quarantine Station (Form P.Q. 6)
2.2.4 Other related documents as needed.
3. Identity and Integrity Checking
3.1 The Plant Quarantine Officer will check:
3.1.1 Packaging: Must be in good condition and free from contamination.
3.1.2 Wood Packaging: Conform to ISPM 15 standard.
3.1.3 Product Categorization: Type and category assessment.
3.1.4 Quantity: Correct and consistent with the application.
4. Phytosanitary Checking
4.1 Visual Inspection: At the Plant Quarantine Station or laboratory to ensure that imported items meet all requirements.
4.2 Handling Procedures:
4.2.1 If pests are found: Determine if they are Quarantine Pests and take necessary action based on regulatory requirements.
4.2.2 If pests cannot be eradicated: The shipment will be either returned or destroyed as required.
4.2.3 If pest-free: Release and proceed with customs clearance.
